Purpose of talk: To provide an overview of legislation that was passed during the 85th Regular Legislative Session that impacts transportation projects in Texas.
Speaker Bio: Scott Haywood serves as director of government relations for HNTB’s Central Division. In this role, Haywood leads the government relations activities of the firm in an 11-state region, developing and directing government relations strategies to achieve the firm's legislative and business objectives. Most recently, Haywood served as president of Move Texas Forward, a nonpartisan organization that educates Texans about the policies and funding necessary to advance infrastructure development. Under his leadership, the organization was instrumental in helping to secure the passage of Proposition 1 in 2014 and Proposition 7 in 2015, allocating billions of dollars of revenue to transportation funding.
Haywood has spent the last two decades working in a variety of leadership positions in communications and public affairs in both government and the private sector. His work has included serving as the chief of staff for the Texas Department of Transportation where he was responsible for providing guidance and direction on the strategic operations, government relations and communication efforts for the agency, as well as assisting the executive director in implementing department policies and programs. Additionally, Haywood served as the director of corporate communications and government affairs for Astrotech Corporation (NASDAQ: ASTC), director of communications for the Texas Secretary of State during three administrations, and as an aide to Governor Rick Perry, serving his administration in various capacities. Haywood began his career as an aide and later deputy press secretary for U.S. Sen. Phil Gramm of Texas.
A native Texan, Haywood has an MBA from the McCombs School of Business at the University of Texas at Austin and holds a bachelor‘s degree in political science from Trinity University. He resides in Austin with his wife and two children.
